Understanding Internet slowdowns remains a mystery to many mainstream 'Net users. If YouTube starts buffering, is it because Little Timmy is wasting people on Xbox Live? Georgia Tech researchers will tomorrow launch a new tool called Kermit that allows people to see (and limit) the bandwidth being consumed by every device used in their home—and to find out if they're getting the Internet speeds that were advertised.
